Ebay error about being restricted from buying from seller to many unpaid bids?

Once i have got that message how long before i can buy again with out having to ask evey time to be allowed to buy your seller. This is the message You exceeded the seller’s Buyer Requirement for Unpaid Item strikes. You received 3 strike(s) in the last 1 month(s )
and thats incorrect i havent bid any thing that wasnt paid for that time i tryed to but it would let me how long before i came buy or bid do i have to wait

Quit bidding on stuff you are not willing to pay for. People are depending on your money. Have some respect.
