How tight should cycling shoes fit?

I ordered shoes online from eBay. They are cycling shoes and brand of Sidi. They are a little tight. my toe is right at the end I think I could do half of a larger size. There are however, not too tight where it hurts my feet when I walk. I do not know if thats how cycling should feel. Should I send the seller and get new shoes or should I keep all of your know, even is a bit too short. Please help. Also tips on how to register for cycling?
